Gender equality is equality between men and women (equal pay for equal work, equal access to education, equal property rights, equal rights to vote and hold office, etc.)

Limits? The most important limit is physiology. For example, men account for less than 1% of breast cancer cases, while women are much less likely to have color blindness or hemophilia.
