Can a employer hire based on ethnicity to fit the image of the restaurant?

Not exactly. But there are subtler ways around it.

In her book, “Lads Before the Wind“, Karen Pryor recalls that she needed to hire a Pacific Islander woman to perform in a Hawaiian-themed show with trained dolphins. So she had requirements to both race and gender and had to state them without appearance of discrimination. So after some deliberation, she came up with a header for a newspaper ad:
